Governor Jim Justice wants cities and counties to weigh in on Halloween. The Department of Health and Human Resources will also have input, and the governor will announce a plan next week. The Kanawha County Commission approved a time for Trick or Treat during a meeting Thursday evening. It will be held Saturday, October 31st from 5 p.m. until 7 p.m.
