The West Virginia Department of Health and Human Resources is releasing its draft COVID-19 vaccination plan. It’s divided into three phases based on availability of vaccine. Phase one includes essential workers and people at high risk for the virus. The general public will receive the vaccine in phase two and three when it becomes widely available. Two drug companies say their vaccines are 95-percent effective.
