Governor Justice began his fifth State of the State by reflecting on his first address, and lauding West Virginia’s success the last four years, including surpluses and improved roads. The governor is calling on lawmakers to repeal the state income tax by raising the sales tax, and increasing taxes on soda and tobacco.
