The West Virginia Senate is considering a third tax cut plan. It would initially offset a large income tax cut with a variety of other taxes. Governor Justice’s proposal would cut personal income tax by 60 percent right away, and includes a sales tax increase, and the House plan calls for millions of dollars in budget cuts.
