Kanawha County Commission President Kent Carper issued the bond documents Thursday for the Elkview Commons development. The project is a commercial and retail development of 44 acres in Elkview that will be located off of Frame Road near the Elkview interstate exit. It will be partially financed through the approved Tax Increment Financing District and private investment, according to a news release from the county commission. Construction is scheduled to start this year.
