The parents of an eighteen-month-old baby are under arrest and charged with child neglect. Officers observed the couple engaged in a loud verbal argument while holding the baby. A deputy noticed a bruise on the child’s head and was told it happened during the argument. There were soiled diapers, dishes with rotten food and drug paraphernalia with reach of the child. The baby is in protective custody.
