The method that the Cabell County Commission will use to pick a replacement for the late Commissioner Nancy Cartmill will be a process of elimination. An executive committee met and voted for three names to be sent to the Cabell County Commission, and later today two commisioners will each strike one name from the list. The remaining name will get the appointment. Caleb Gibson, Vicki Dunn-Marshall, and Kim Cooper are the names on the ballot.
