West Virginia’s cabinet secretary for the Department of Health and Human Resources said the agency is not “broken,” but can make some improvements on how it operates. Cabinet Secretary Bill Crouch said gave his diagnosis of the DHHR Tuesday before lawmakers during a legislative interim committee meeting. Gov. Jim Justice has ordered a top-to-bottom review of the agency.
