City Council Passes a Bill Creating New Rules for Grant Funding

After a seven-month wait, the Charleston city council voted on a bill that would stop certain people from receiving grant funding from the city. The bill was introduced last year after Steele Properties, owned by council member Keeley Steele, was awarded grant money from the city’s small business investment grant program. According to an advisory opinion from the state, Steele did not break any rules, but questions were raised. On Monday, the bill was brought before the Finance committee and the criminal penalty was removed and council members changed the term ‘immediate family’ to ‘spouses.’ After passing out of committees, the bill came to a head inside council chambers where it narrowly passed with a 13 to 11 vote. WCHS TV said Mayor Amy Goodwin voted in favor of the bill.
