State Attorney General Patrick Morrisey is filing a complaint against an unlicensed West Virginia contractor. Bradley Glaspell and his wife operated Over The Top Roofing. They’re accused of performing illegal home improvement services, taking more than 400-thousand-dollars in payment up front, and never showing up to complete or even begin the work.
