Gov. Jim Justice declared a state of emergency this week for Mingo County after it was struck Friday by flash flooding, downed trees and power lines. Thousands were left without power in the county, and numerous roads were blocked following the weather system that rolled through the county.Justice said in a news release that as part of his state of emergency declaration, he has directed the West Virginia Emergency Management Division to implement the emergency operations plan as necessary. Under the declaration, appropriate personnel and resources also will be mobilized to respond to the emergency. The state of emergency will be in effect for 30 days unless it is ended by another proclamation.
