The Randolph County Sheriff’s Department is charged a bicyclist with causing an accident in Mill Creek. He was in the middle of the street with no safety equipment for riding at night. The driver said he didn’t see the rider until it was too late to avoid the crash. The bike rider appeared to be impaired, and he had drug paraphernalia. The rider was treated for minor injuries.
