The Kanawha County Prosecutor’s Office is requesting a special prosecutor in an investigation into County Commission President Kent Carper. The decision was made to avoid any appearance of a conflict of interest should the investigation lead to charges against him. A woman says Carper exposed himself to her earlier this month. The following day he was admitted to the hospital for heart problems. Carper’s daughter blames the incident on his medical condition.
