Former Kanawha county Public Service district board member John Edward Rubin is facing charges of embezzlement and forgery. He’s accused of taking thousands of dollars in money, securities and property from the PSD from 2018 to 2022. The Kanawha County Commission replaced Rubin last July after becoming aware of the allegations.
