The West Virginia Supreme Court says a lower court judge made an error when she ordered Governor Justice to block an independent board from authorizing publicly-funded charter schools. The high court ruled that although Justice appoints the board’s members with Senate approval, he doesn’t have the authority to actually approve new charter schools himself.
