West Virginia Del. Doug Skaff Jr. resigned as a member of the House of Delegates on Friday. Skaff stepped down as House of Delegates Minority Leader in August, saying he intended to spend extra time on his businesses and coaching his three boys in soccer. House of Delegates Minority Leader Pro Temp Sean Hornbuckle of Cabell County assumed the role of Minority Leader.
