Two federal grand jury subpoenas have been issued in the ongoing investigation into Kanawha County Commission President Kent Carper. Commissioner Lance Wheeler and administrative assistant Megan Estep must testify before a grand jury next Tuesday, December 12. Carper is accused of indecently exposing himself to a woman at Daniel Boone Park on May 15.
