Justice has a goal of no personal property tax to increase population

West Virginia Gov. Jim Justice said Thursday that his planned special legislative session to discuss a further personal income tax cut will start in mid- to late August, but he gave no firm date. Justice said he wanted to call legislators back to Charleston after state revenue collections for Fiscal Year ’24 triggered an additional 4% cut to the personal income tax rate. An additional 5% cut would result in a total reduction in West Virginia’s personal income tax rate of more than 30% since Justice signed House Bill 2625 into law in March 2023. Referring to a map released by the Tax Foundation earlier this year, West Virginia ranked 19th in the country in terms of incoming population. Justice said that by eliminating personal income taxes entirely, the state would attract even more outsiders.
