St. Albans parents face child neglect charges

Two parents who used to live in St. Albans are facing child neglect charges. Phillip Duelley and Staci Mullins, both of Charleston now, were indicted on July 25 in a case that started as a missing persons investigation in 2022. The Kanawha County Sheriff’s Office said a 13-year old child with autism left their home on 3rd Avenue in St. Albans and was found several miles away with no shoes in bad weather. Investigators found two other children inside the home in “deplorable living conditions” an they were turned over to Child Protective Services.
