Contractor is sued by the state for not completing the work promised

West Virginia officials have filed a lawsuit against a Randolph County man accused of performing home improvement services without a contractor’s license. Multiple complaints against Charles Blaine Simmons, of Elkins, allege the man charged more than $47,000 for “work that was substandard, projects that were abandoned before completion or work that Simmons never returned to begin after receiving payment,” according to a lawsuit filed in Randolph County Circuit Court. Complaints date back to 2006 and during that time, civil judgements against Simmons’ contracting have totaled more more than $16,000. The lawsuit requests restitution, civil penalties and attorney’s fees be covered. West Virginia’s attorney general has asked the court to permanently ban Simmons from contracting and home improvement services.
