Some question a Dunbar Police officer’s promotion

Dunbar police officer Zachary Winters and his recent promotion to corporal is leaving some feeling uneasy in the community. Eyewitness News reported that some residents are asking how this could happen since Winters is named in two separate lawsuits described as “police brutality.” Eyewitness News asked Dunbar Mayor Scott Elliott about the kind of message is being sent after someone named in a lawsuit regarding a death gets promoted. He said there are, “civil service laws that I have to go by.” The promotion was between three people. One resigned, the other could not get promoted, leaving Winters as the only choice by law. Elliott said there’s four applicants for police chief. He plans to work closely with the next chief and city council to fix issues within the department, and that could include termination.
