A Putnam County man is facing charges after allegedly exposing himself through an apartment window with two children inside. 67-year old Joseph Ball of Hurricane is charged after police responded to complaints of Ball standing outside a woman’s apartment’s window naked, exposing himself to her two grandchildren, according to a criminal complaint filed with the Putnam County Magistrate Court. According to the complaint, the mother got into her car and was hitting the car horn to get Ball away, but he continued allegedly standing at the window. Both women then took photos of Ball to show to authorities. Ball has been charged with one count of indecent exposure.
