Upcoming special session is expected to address childcare funding

In April, the Department of Human Services statedthat they would need $23 million by Sept. 1 to avoid making cuts to childcare providers. As that date approached, DoHS officials clarified that they can use excess Temporary Assistance for Needy Families (TANF) funds from now until December but would need a more permanent solution after that. Eyewitness News said, with a special session set for Sept. 30, child care is expected to be on the agenda. So far, Gov. Justice has stated his plans for a child care tax credit and potential grant program but has not gone into specifics on any funding fixes. All states are now required by federal mandate to reimburse based on enrollment rather than attendance, but the mandate came with no funding. How this will work in West Virginia is still uncertain.
