A new police chief is sworn in in Dunbar

Dunbar City Council met Monday evening and made a change in police leadership, swearing in John Garten as the city’s new police chief. Garten replaces Brian Oxley who resigned in August after three years in the position. Eyewitness News reported the department received criticism following claims of officers using excessive force. A wrongful death suit led to a $2 million settlement last year after a man’s skull was fractured while he was handcuffed. Officers Adam Mason and Zachary Winters were defendants in the case and admitted no wrongdoing. Winters was recently promoted to corporal, prompting an investigation by commissioners which resulted in Winters being stripped of his rank.
