Two people arrested and charged with animal cruelty

Two Mingo County residents were criminally charged after multiple dogs “in very poor condition” were found chained up outdoors without access to food water or shelter, court records said.Teresa Robinette, 44, of Varney and Marshal Lee Matthews, 32, of Delbarton have each been charged with four counts of animal cruelty, according to criminal complaints filed in Mingo County Magistrate Court. The complaints said Thursday, animal control responded to a complaint regarding dogs who appeared to be “malnourished and neglected.”Animal control reached out to Mingo deputies after finding dogs with visible ribs that were detained with “no food or water, and no adequate shelter near,” court records said. Robinette and Matthews are being held at Southwestern Regional Jail and bail has been set at $4,000.Deputies noted the dogs were removed from the residence.
