West Virginia Gov. Patrick Morrisey declared a state of emergency in both Cabell and Kanawha counties Thursday evening due to damage brought on by the overnight storm, officials said.The state of emergency allows extra personnel and resources to respond to the counties after the storm downed trees, caused power outages and closed roads, according to a news release from the Office of the Governor.Huntington was placed under a state of emergency after flooding caused roads to close and property damage throughout the city, meanwhile, areas throughout the state were placed under flood watches and warnings.The declaration will give administrative powers to the West Virginia Emergency Management Division to provide additional essential emergency services. The state of emergency will remain in effect for thirty days unless the governor terminates the declaration.
