Gov. Patrick Morrisey addressed flooding and response efforts on Monday and confirmed one weather-related death. Heavy rainfall closed roadways, property damage and a state of emergency in 13 counties. Morrisey said more than 50,000 water bottles have been delivered to affected residents.
