Owner of a homeless encampment has been ordered to clean up the property

A Kanawha County man charged with operating an open dump now has three more months to dismantle and clean up a tent city near St. Albans that once provided shelter to nearly 40 unhoused people. Eyewitness News said Stan Smith of Tornado has been charged with creating an open dump and the unlawful disposal of litter. A criminal complaint filed in Kanawha County Magistrate Court said a property on Rust Street is filled with trash including empty makeshift shelters and human waste. A homeless encampment still has about eight people staying there. Code enforcement officers said they’ve sent repeated letters to Smith who did remove a small amount of trash from his property prior to being charged in January. Smith has 90 days to complete the cleanup and have the charge dismissed.
