PSC rules paperless billing should be “opt-in” and not forced

State regulars ruled Tuesday that West Virginia customers should not be forced into online payments for utilities. The issue was included in a petition filed last year by West Virginia American Water to adjust water and sewer rates, according to a news release from the West Virginia Public Service Commission. The news release said the water company proposed automatic enrollment in a paperless billing program for customers with an email or text on file and those registered for the company’s online portal. the PSC said paperless billing should be an opt-in choice. Regulators maintain electronic payment requirements could provide challenges to senior citizens and those without reliable internet access.
