A man has been charged after four dead dogs, along with four neglected dogs living in “filthy” kennels were found in Kanawha County. 25-year old Zackary Brandon of Charleston has been charged in the animal cruelty case. On May 19, a humane officer with the Charleston Police Department responded to a complaint at a Scraggs Drive address about an odor of decay. The dogs that were alive were living in filthy conditions, according to the criminal complaint. Brandon has bonded out of jail with court dates pending.
