Gov. Patrick Morrisey said he will call for a special legislative session to deal with major issues, including the Public Employees Insurance Agency, but he’s still not sure when. The governor was in Pleasants County Friday to announce $16 million in state help for water infrastructure projects in several counties. Morrisey reported West Virginia ended its fiscal year with a surplus of $338.5 million. Morrisey credited, in part, the surplus to more than $110 million in expenditures he vetoed from the fiscal year 2026 budget to ensure the state-retained sufficient reserves to address any fiscal challenges. Meanwhile, former governor, U.S. Sen. Jim Justice said the surplus numbers proved he left the state in “spectacular financial shape” rather than Morrisey’s belt-tightening.
