Questions remain over the future of the Hope Scholarship

The Hope Scholarship continues to spark debate in West Virginia. The program offers education savings accounts that families can use for private school, homeschooling or other services.

State Treasurer Larry Pack says a drop in eligible students this fall lowered the projected budget for 2026–27 by about $70 million, calling the scholarship a win for parents who want more choices. He says universal eligibility begins in August 2026.

But State Board of Education President Paul Hardesty warns the growing program is pulling millions from public schools. Supporters, including Delegate Kathie Hess Crouse, argue families need alternatives.

Lawmakers reviewing the program Friday said they’re committed to maintaining universal eligibility.
