Former Ravenswood city leader enters plea in embezzlement case

A former Ravenswood city council member and head of the local development authority has pleaded guilty to embezzlement. Denise Toler admitted this week to a single count after prosecutors say she embezzled more than $6,000 in February 2023 and more than $3,500 in December 2022. Court documents say Toler used a personal check to pay an invoice, then created a second fraudulent invoice that inflated the cost and reimbursed herself nearly $14,000, resulting in a personal gain of about $3,500. Toler resigned from the development authority in April 2024 and was later removed from city council. She faces one to ten years in prison when she is sentenced March 13.
