State lawmakers consider a bill that would impact high school transfer rules

High school sports transfer rules were in the spotlight Monday at the West Virginia Capitol, as lawmakers consider changes to how student athletes can switch schools.

House Bill 4759, discussed in the House Education Committee, would limit transfers to an athlete’s freshman and sophomore years. An exception would allow students to transfer back to their original school at any time through their senior year. All other transfers would require approval from the West Virginia Secondary Schools Activities Commission.

Supporters say the bill is meant to restore the spirit of scholastic sports. Lead sponsor Delegate Dana Ferrell of Kanawha County said current rules allow too much freedom and resemble travel ball, rather than team- and community-focused athletics.

Some lawmakers raised concerns about enforcement and recruiting penalties. The bill will be further debated and amended before moving to the House floor.
