State lawmakers look at bills that target high school transfer rules

Two bills in the West Virginia Legislature would place new limits on high school transfer rules, a long-debated issue in school athletics. Senate Bill 689 would allow students to transfer during their freshman or sophomore years without losing athletic eligibility. A similar House bill, House Bill 4759, adds deadlines, requiring most transfers to happen within the first 30 days of the school year. The House bill also sets June 15 deadlines for eighth-grade transfers and return moves to a home school. Transfers after June 15 of a junior or senior year would need approval from the WVSSAC. Both bills would take effect in the 2026–27 school year and are now in education committees.
