A woman killed during a police pursuit on Interstate 64 is being remembered by loved ones as a devoted mother, wife and friend.
Authorities say 22-year-old Joseph Elswick stole his grandmother’s Jeep Thursday, leading deputies on a chase through Putnam County. During the pursuit, Hurricane police deployed stop sticks. Investigators say Elswick drove through them and crashed into a vehicle driven by Angela Born, who was killed.
Eyewitness News said Born leaves behind a husband and six children.
Putnam County Sheriff Bobby Eggleton defended the use of spike strips, saying deputies were responding to Elswick’s erratic driving, the stolen vehicle report, and the possibility he was armed.
